The Project Runway SCORECARD is not the judges handheld scores, but the OFFICIAL placement of each designer in the pack each week of each season. Wikipedia has the same thing but calls it "Designer Elimination Table".

As an impartial historical record, we notice that Viktor was in the bottom three early on, by week 3, and he was in the bottom two of the bottom three, a whisker away from elimination. Joshua was in the bottom three with him, but Fallene was the one who went home. Lucky for Viktor that Fallene was slightly worse than him that week. Fallene had her second bottom two position in a row, which saved Victor to continue.
Of the finale designers, the least WINs was Kimberly with 1, followed by third place Viktor with 2. Victor had 2 wins, 4 top-3, 2 bottom-3, and came in 2nd place twice, 3rd place twice. One of his wins was shared by Joshua, as both got garment selected to be produced for Heidi's Amazon.com sportswear collection.
Second place finisher, Joshua McKinley, had two weekly wins, same as Viktor, including sharing one win with Viktor.
Joshua had three bottom three weeks, including two bottom twos, and would be behind Viktor except the scorecard does not remember the ranking of designers in episode 13, where the order was Joshua, Viktor, Kimberly, and Anya.
Joshua also had the same number of top three weekly rankings as Viktor, except Joshua was in the top 2 three times and Victor in the top 2 only twice, so the edge goes to Joshua.
Anya right out the gate got the top 2 position in week 1. Overall she had three wins during the season, three top-3, and only one bottom 3. If you halt the competition at week twelve, Anya has already won by significant margin by these scores.
At the end of week 13 the rankings had not changed a lot. The "WIN" would be Joshua's. The Top Three would include Viktor and Kimberly, but the bottom three also included those same two plus Anya.
Going into episode 14 Anya and Joshua were tied, but Viktor was still in third place and Kimberly still in 4th place.
In the end, the season averages held up, with the final ranking of episode 14 reflection the same order as the main season.
People can complain about the fan favorite with national pride motivating fans to click for Anya. Somehow Anthony Ryan also mustered the same kind of fans. Viktor, Joshua and Kimberly left most people cold and they never got loyalists to bother voting for them.
